With reference to previous correspondence regarding the situation at Canton, I am directed by Mr. Secretary Amery to transmit to you, to be laid before Secretary Sir Austen Chamberlain, a copy of a

scat 10.2.26, despatch from the Governor of Hong Kong dated the

10th of February.

2. I am to invite attention particularly to the views expressed by the Governor in paragraph 4 of the despatch in opposition to the proposal made by Sir J. Jamieson in his telegram to the Foreign Office of the 2nd of February that the experiment might be tried of offering independent recognition

to the Canton Goverment.
